                                   Control State Spending

    Since the year 2000, state spending has increased by 65%, or about 27
    billion dollars annually, approximately 10 billion dollars more than the
    rate of growth in population and inflation.

    The standard refrain often heard from legislators is that their "hands are
    tied" because of federal mandates and dedicated funds that are part of
    the budget process.  Despite these claims, when revenues fell 10 billion
    dollars below projections in 2003, they where able to balance the budget
    with less than 1% increase for the following year.  This happened only
    because the funds were not available spend.  With the recovery of the
    Texas economy, primarily due to the rise in the price of oil, they have
    since increased spending by an additional 18 billion dollars per year.

    Even more telling is the growth of state government.  As a percentage of
    Gross State Product (GSP), state government spending has increased
    in the last 10 years from 6.5% to 8.5% of GSP.

    By holding a hard line on spending, at the rate of inflation and growth in
    population, we will control the growth of government.  By controlling the
    growth of state government, revenues will continue to increase allowing
    surplus funds to be available for the purpose of property tax reduction.
